Although they come in a variety of shapes, sizes, uses, and genetic make-ups, they nearly always have the same objectives: to be made for less money than a feature picture, to acquire industry recognition, and to experience crafting shorter, more focused storylines before settling on longer ones.  Any movie that has enough footage to be deemed a short film but not long enough to be a feature film.
